DEVOLVED EFFICIENCY MEETS THE DIGITAL FRONTIER: PS ENG. JOHN TANUI AND NANDI DEPUTY GOVERNOR DR. YULITA MITEI ROADMAP PUBLIC SERVICE TRANSFORMATION
NAIROBI, KENYA — In a powerful demonstration of synergy between national digital policy and county-level implementation, the National Productivity and Performance Conference featured high-level addresses from the Principal Secretary for the State Department for ICT and the Digital Economy, Eng. John Tanui, CBS, and the Deputy Governor of Nandi County, H.E. Dr. Yulita Mitei Cheruiyot.
Both leaders spoke extensively on the central theme of “Leveraging Emerging Technologies and Digital Transformation to Enhance Productivity and Performance in Public Service Delivery,” laying out a unified vision where national digital infrastructure directly powers localized, inclusive citizen service delivery.
1. The Digital Superhighway: Driving Devolved Governance
At the core of the national transformation agenda is the Digital Superhighway Programme—the government's ambitious 100,000 km fiber-optic infrastructure rollout. Eng. Tanui emphasized that this connectivity serves as the indispensable baseline for modern governance, removing geographic barriers to public services.
Building directly on this infrastructure framework, Dr. Yulita Mitei shared Nandi County’s success as a pioneer in open governance and open data frameworks.
Grassroots Open Governance: Dr. Mitei outlined how Nandi County is integrating national infrastructure with ward-level information desks, toll-free call centers, and SMS public data platforms to ensure that data-driven accountability extends to all citizens, including youth, women, and marginalized groups.
Decentralized Digital Hubs: By activating local digital hubs across the sub-counties, the collaborative effort between the national ministry and county governments is systematically creating regional digital jobs, supporting remote learning, and expanding access to e-services.
2. Overhauling Public Sector Productivity via Emerging Tech
Eng. Tanui unpacked the strategic mandate to completely phase out paper-heavy legacy frameworks by integrating tech into health, agriculture, and education. He emphasized that the ministry's focus remains on data interoperability and finalizing a comprehensive national cloud policy.
Echoing these priorities from a grassroots implementation perspective, Dr. Mitei highlighted that data-driven tracking directly transforms public service performance on the ground.
"True productivity in devolution is achieved when a citizen no longer has to face structural or administrative delays to access vital information or services. By embracing transparent data systems and localized public participation tools, we are closing the trust gap and maximizing institutional output."
3. Kenya’s AI Leadership and the Devolved Impact
Addressing the rapid expansion of artificial intelligence, Eng. Tanui underscored Kenya’s prominent leadership position on the continent. Supported by an expanding regional data center footprint, Kenya is actively finalizing its National AI Strategy and Emerging Technologies Framework.
The PS reiterated that sustainable AI and tech deployment rest on three core pillars: Infrastructure, Data, and Skills. This matches the aggressive digital literacy pipelines being deployed via programs like Jitume and Ajira.
From the county perspective, Dr. Mitei emphasized that these capacity-building initiatives are vital to future-proofing the rural workforce, enabling local administrative systems to utilize automated data analytics for smarter planning in local agriculture and healthcare logistics.
Moving Forward: A Collaborative Digital Future
The conference underscored that Kenya's digital transition cannot occur in silos. The combined presentations of PS Eng. John Tanui and DG Dr. Yulita Mitei illustrated that while the national government builds the foundational Digital Superhighway and shapes AI policy, the ultimate metric of success rests on how effectively county governments leverage these tools to deliver transparent, fast, and high-performance public services.
